Placing Scaffolding/Hoarding on the highway

scaffold and hoarding

You will need permission from the Council prior to placing a scaffold on the pavement or road.

It is the responsibility of the builder or scaffolding hire company to get a licence for any scaffolding/hoarding that is put up on the highway (this includes the pavement).

Building Owner – You will need:

  • To check that your scaffolding company have the appropriate documents and that they do not run out before the building work is finished.

Scaffold/Building Company - You will need:

  • Permission from the Council
  • Public Liability Schedule with a £5million indemnity limit for both the Contractor and Scaffolder.

Process

  1. The scaffold/building company requests a licence by contacting Council Connect via the contact details given at the bottom of the page.
  2. The scaffold/building company completes the licence application form.
  3. The scaffold/building company returns the completed form to the address given on the form with:
    • Payment of £40 administration fee per scaffold and £80 administration fee for any retrospective scaffold.
    • Proof of public liability policy with a £5 million indemnity limit.
    • A site plan and details of scaffold/hoarding including dimensions.
  4. The scaffold/building company should ensure the Council receive the application at least 7 clear working days before the anticipated erection date.
  5. A Council Highways Inspector will check that the proposed location is suitable to place a scaffold.
  6. If approved the Council will issue the scaffold licence to the scaffold company with a copy to the contractor. The scaffold/hoarding must not be erected before the licence is issued.
  7. Once the licence is issued the scaffold can be placed on site at the agreed location and must abide by the conditions set by the Council.

This process can take between 1 to 4 weeks.

Length of time permitted

  • The scaffold/building company must specify how long they will need to erect scaffolding/hoarding based on the duration of the work. If the work lasts longer than the time original specified on the application then an extension must be requested.

How can I make a complaint regarding location/dangerous scaffolding?

Any urgent complaints about the location or safety of scaffolding should be reported to the Council Connect on 01225 394041 immediately.

Non urgent complaints about scaffolding can be reported via email or fax using the contact details given at the bottom of the page.
